Actually, Eric Kripke was confused about writing Jo as whether a love interest or a half-sister. Kripke and the writers team were going back and forth between the love interest for Dean and learning that she’s his half-sister. But this was around 2006-2008, it was around a time when WB Network wouldn’t have entertained the idea that a love interest turning out to be a half-sister. Eventually many felt that Jo wasn’t the right character to be Dean’s love interest. This is why Kripke and writers were careful with writing the character of Bela, to not make seem like a love interest of the Winchesters.
